Yes, the vehicle is defined as ADD-ON and it is recommended to leave it that way
If you replace it with a vehicle that exists in the game, there will probably be some issues.

Of course the whole package supports the ELS plugin
Also, each vehicle has an ELS file with a different configuration
you will get the els script files with the mod zip

Unfortunately the vehicle is not configured for FIVEM
But there's no reason it won't work.. you'll have to do it yourself..
It is quite easy when the vehicle is ADD-ON .. but it is not sure that the ELS version will work easily on the FIVEM server .. therefore it is recommended to use NON-ELS vehicles
